A clean, compact Weather + Time control with a modern NUI panel that syncs server-wide — quick toggles, presets, blackout options, and real-time sync.

🔒 Options:
❄️ Freeze Weather (locks current weather)
⚡ Instant Weather (no transition)
⏳ Smooth transitions (Config.DefaultWeatherTransitionSeconds)

🕒 TIME CONTROL (SERVER-SYNCED)

🧭 Hour slider + live clock display
✅ Quick presets: Morning / Noon / Evening / Night
